Paying attention to the environment and protecting it is a vital issue imposing itself in today's world. Dangers resulting from the violation of the environment do not differentiate between the countries of the North and those of the South. The world is one, the Earth is one and the climate is one. All countries, whether rich or poor, will suffer the impacts of ozone layer depletion, global warming and climate change.

Man cannot do without his environment. It is the place that he lives in, breathing its air, extracting his food, water and clothing from, building his house and is influenced by its gravity and climate. But with the advent of the Renaissance Age, industry spreading, the use of the machine and the misuse of various materials, this "home" has experienced several changes that it cannot quite absorb. Hence, serious environmental problems have arisen. Also, ecology has emerged in the early days of the twentieth century to become a branch of biology. It focuses on the relation between the living creatures and the environment.

Keeping an eye on a balanced and clean environment as a human right is no more than one of many rights generating from current cultural, technological and scientific developments.

This interest has turned into a political term in the mid-twentieth century. It has been used by the "Green" movements to reach its political goals regarding the environment, of which the most important is the right to live in a clean and balanced environment.

This right was behind the first international convention in Stockholm in 1972 with the motto "One Earth" and the issue of the first international announcement about environment which included "Man's Right to Live in a Clean Environment" and the responsibility of both the state and man towards protecting the environment for the next generations and guaranteeing that activities run by a country do not cause environmental damage in other countries.
