About IESCOM

IESCOM is an international company providing legal and environmental electronic services. It specializes in developing content related to law, sharia (Islamic law) and environment on all multimedia (such as the Internet and CDs).
This content is developed under the umbrella of comprehensive quality management that requires several revisions and special attention devoted to the correctness of the scholarly texts.

IESCOM has been established with the aim of establishing bridges of communication between governmental organizations and bodies on the one hand and the citizen on the other, assisting those working in the field of law (whether they are chancellors, lawyers, researchers, academics or simply interested in the legal systems in the Arab world) through electronically publishing the articles of the systems, lists, and laws of the Arab states, especially those of the Kingdom of Saudi Arabia. Of course, this benefits all bodies concerned as it facilitates reaching the wide base of citizens.

IESCOM's Goals:
  1. Showing scholarly content of law and environment in a comprehensive mould with an Islamic tenor characterized by credibility and distinction.
  2. Committing to accuracy in content and to professionalism in design and display. This is performed in accordance with IESCOM's belief in fully completing the scholarly probity.
  3. Providing legal, environmental, managerial and technical consultancies for local and regional governmental organizations and bodies.
  4. Utilizing information technology in assisting those working in the legal field and those interested in preserving the environment and also helping researchers, postgraduate students and specialists by providing the comprehensive scientific material.
  5. Serving Islam and Muslims all over the globe.
  6. Offering technical support to overcome the digital gap by contributing to "forming and framing the organization culture" through developing the companies' web sites and its methods in documenting information and research services.
  7. Offering the services required to prepare specialized encyclopedias for publishing on the Internet or on CDs. This includes entering the texts, linguistic correction, subject-classification, indexing, exposition of Koranic verses and the sayings of the Prophet Mohammed (Peace be upon him), and publishing it into HTML and XML available for Internet-publication as well as printed-publication.
  8. Offering flexible and renewable solutions employing a site-content updating system characterized by its capability of being continuously updated and developed.
Legal Goals:
  1. Presenting legal culture and comprehensive services related to it through electronic publication of the following scholarly legal content:
    1. All laws, systems, lists and constitutions in the Arab states.
    2. Appeals court judgments in the Arab states.
    3. International agreements and conventions.
    4. The most recent Arabic and foreign legal publications. (This of course decreases the level of legal-illiteracy.)
  2. Translating the systems and their executive lists on the Arabic, Islamic and international levels.
  3. Contributing to enhancing the legal and Islamic law studies.
  4. Introducing the Islamic law, pointing out the comprehensiveness of Islam, its systems and legislations and emphasizing its balance, moderateness and universality (appropriateness for every time and place.)
  5. Forming a scholarly staff of high-level Islamic scholars (ulama) from different parts of the Islamic world in law and islamic jurisprudence(sharia) .
Islamic Law Goals:
  1. Offering copying processes of all manuscripts of linguistics and Islamic law.
  2. Offering verification services such as:
    1. The "tashkeel" of the text.
    2. Referring the contents of the texts (whether proper names, places, sayings of the Prophet Mohammed (peace be upon him), Koranic verses, old sayings, scholars'words&etc) to their original sources.
  3. Indexing books and references alphabetically and subject-wise.
Environmental Goals:
  1. Spreading environmental culture.
  2. Showing environmental studies and statements related to the environment.
  3. Offering Islamic law viewpoints on environment-protection activities and international environmental campaigns.
  4. Assisting the efforts of decision-makers and governments to protect the environment from threatening dangers.
  5. Following up on international efforts aiming at protecting the environment and fighting modern environmental dangers.
  6. Contributing to raising the awareness of all members of society concerning the importance of protecting a clean and healthy environment.

In the framework of IESCOM's policy to spread environmental and legal knowledge and culture in different languages to satisfy the needs of Muslims worldwide, IESCOM has established a standard system by which quality is achieved in its projects and products.

IESCOM incessantly develops its methods in work to accommodate the huge development in information technology and international quality systems to come out with a standard system that is both stable and capable of satisfying the growing technological needs.

IESCOM also selects high-caliber cadres in the fields of programming and project management to put solutions into action and to develop products with professionalism and quality. This is achieved through a developed system of project management maintaining both: the centralization of monitoring and the decentralization of management.

Procedures:

Before IESCOM initiates the development of its law and environment sites, it pays special attention to the procedures of quality assurance and emphasizes that they are applied alongside with the execution of the development of its sites as follows:

  1. Start Point: In this stage, the client's needs are defined to assure that the product will satisfy these needs and to set the quality prerequisites and to plan them. Thus, the start should be appropriate and considering of any needs.
  2. Planning: According to the previous step, various tasks and the time needed to accomplish each task are defined. A detailed plan is set and the quality assurance procedures to be followed are detailed.
  3. Execution: In this stage, the needed elements are designed and developed, the quality assurance procedures are simultaneously carried out as the team in the project follows these procedures, and the revisions are done by the quality management to ensure that this is carried out.
  4. Control: In this stage, the fact that the tasks are carried out on time and according to the predefined budget is verified.
  5. Delivery: This includes the delivery of the final product with the quality that achieves the goals and recording the learnt lessons during the project and generalizing them on the other project managers.

Development Stages:

Working in developing sites and scholarly content goes through several stages according to what is needed to be displayed and to the type of information required to be displayed.

  1. Digitization Cycle: This represents the first stage of development. It includes several secondary stages:
    1. Converting the text from its printed form into a digital form that can be dealt with on the computer.
    2. Conforming the digitized text to the original (printed) text to ensure the quality of its entry, titles, pages, footnotes, references and sources.
    3. Linguistically correcting the text. This correction includes spelling,grammar, "tashkeel", making a table of contents, indexing, connecting the texts subject-wise. Then, this information is sent after preparing it to the databases.
  2. Art Designing Stage: In this stage, the art design of the web pages is carried out by a group of artists and professional designers. A selection is made from a number of designs and the final design is selected with the agreement of the client.
  3. Programming Stage: In this stage, databases are dealt with and converted into web pages or to electronic graphics that can be published on the Internet or saved on CDs. The most recent programming programs are used by a group of specialist youth programmers.
  4. Testing Stage: This stage includes testing what has been programmed and ensuring the appropriateness of the links between the elements and their related subjects. It also includes reviewing the search results and the subject-tree and ensuring its validity on the Intranet before it being accredited on the web site.
  5. Release Stage: This is the final stage as the web site is inaugurated. Thus, accessible by those interested in law and/or environment.

IESCOM guarantees the quality and preciseness of the texts as each stage is succeeded by a comprehensive revision - there is a stage devoted to revise the indexing, a stage devoted to revise the listings ... etc. Then, the texts go through the linguistic and research quality assurance teams so as to permit its publication.
